[INLONG-588][TubeMQ] C/C++ SDK supports production-side business logic

At present, the C/C++ SDK only supports consumer logic (https://issues.apache.org/jira/projects/TUBEMQ/issues/TUBEMQ-3?filter=doneissues), so it's not a complete SDK yet.

Due to some reason, the original contributor did not continue.If you have an understanding of C/C++, you can consider improving the implementation of this piece. Java's Producer implementation can be used for reference. This part is mainly about data sending and packet return processing, the overall business logic is similar.

The difficulty of implementation is moderate, and the workload is slightly more. It is necessary to understand the existing C/C++ SDK and Java Producer implementation to achieve a seamless combination.
