inlong [INLONG-11267][Sort] Add adaptation to Signoz

Fixes #11267

In order to reduce InLong's dependence on the SigNoz project itself when using SigNoz, an optional log reporting platform has been added for users.

Add Docker Compose so that users can start SigNoz directly within the InLong project according to their needs.
