Stale references to home.apache.org in documentation

home.apache.org was dropped as a user-accessible host some while ago. There are still some references in documentation that need to be amended:

https://infra.apache.org/committers.html#machines - reference to home needs to be dropped, but the para is still relevant for some who may have access to project VMs etc

https://infra.apache.org/repository-faq#revolutioncode - needs rewriting

https://infra.apache.org/openpgp#publish-in-web-space - needs rewriting
