create docker playground for ease of use

To address 256 and similar issues people have with environment setup having a docker playground will help.

We use killercoda our testing playground. I can set you up with it if you'd like

@alberttwong can you provide the link for the killercode env you're referring to? we want to stick to something interactive and Jupyter notebook works great for that.
