Motivation & problem stat

This feature is related to #525 , There is mechanism to protect the runtime binary of SGX enclave through CPL, so It might be reasonable to support the encrypted payload, particularly used in remote LibOS executing scenarios. the secrets should be able to get provisioned through Teaclave trusted RPC mechanism.
