Separate the notice and license of the binary package

Execute the following command to obtain the binary compressed package. mvn -Prelease-seata -Dmaven.test.skip=true -Dskip.npm=true -T4C -Dpmd.skip=true clean install -U

However, the seata-namingserver and seata-server in the compressed package share one source file of license and notice. It is hoped that the license and notice can be separated according to their respective dependencies.
