Bug: Javascript URLs must always use URL_BASE

The JS currently creates some URLs assuming that all URLs can be relative. However that is not the case; e.g. the logged-in drop-down menu can appear on thread.html as well as at the top level. However nor can URLs be absolute,.

All URLs need to take account of URL_BASE.
