Bug: pegasus server cann't recover by self after disk full

On 1.12 version: The disk full, and error occur after expand it.

disk full node: on_config_proposal(): x.y@ip:port: on_config_proposal out-dated, 20 vs 21

others: x.y@ip:port: replica not exists on meta server, wait to close.

There are so much replicas cann't assign primary beacase of above reason.

I recover it by rebuild meta server data on zk. How I fix it on program?
