Reduce size of the binary packages

Currently each binary package is about 500MB and the docker image is about 1GB (with squash experimental option). This is a problem if we'd like to include binary release packages in release because Apache infra prefer the binary packages to be smaller. Smaller binary release packages could also be helpful for users.

There seem to be some duplicated files in the packages so it might be possible to reduce the size.

I am hoping to reduce the size by 50%.
