Implement the neo4j heron stubs

  • Create the interfaces in the heron codebase for the spout interfaces(s)
  • Narrow down the exact use cases that this spout will target
  • Mimic the directory structure(s) already put in place by the heron-kafka-spout and the neo4j-spark-connector
