[Bug][Dashboard] "Issue Response Rate within SLA [Last Month]" panel is not working

What happened
The panel "Issue Response Rate within SLA [Last Month]" in Contributor experience board is not working. We do not have any transformations in our data and the query did not change.
What do you expect to happen
It should show a value

Go to the panel's detail page and click
You can get the charts' raw data. Check it with the database tables' data.
If it donesn't help, you can paste a screenshot to help us to find what happened.

When downloading the csv it just shows this

Then you can check data in database's tables, make sure they are reasonable.
