[Feature][Config-UI] Responsive Sidebar for Better View on Smaller Windows

Description
Takes Unnecessary Space on smaller screens
- While Setting up Lake, placing the windows side by side, you can see that the sidebar takes up a lots of unnecessary space and the actual
route pagesare kind of hidden.

Mobile View is Mostly hidden by the sidebar
- When Comes to small mobile view screens, you can see that the sidebar completely hides the viewport, in that case the user if he want to make a quick change or something with his phone, it would be impossible for him to do that.
Use case
I want to implement a responsive sidebar feature for DevLake, mostly for the above two use cases

When the user is setting up Lake A customer might need that he has documentation in one half of the window and Lake in the another half, which gives a very smooth setup experience with a responsive sidebar.

When the user is using smaller screen size like Tablets According to what I think, there might not be a huge number of customers using mobiles for Lake, but there can a plenty of customers using Tablets, it would be a good option to add responsiveness to the sidebar so that those users can take full advantage the main view.
