[Feature][Test] Add e2e test for the PluginRunner framework

Description

Our e2e tests currently focus on testing the individual plugins, but the plugin execution framework is untested. There's quite a lot of logic in there that would benefit from this. I suggest we add a test suite for it.

Use case

runner.RunTask() should be e2e-tested. Register a dummy plugin for testing purposes.
