[Doc][Build] Docker docs should warn against using old cached images

Describe the Change

We should add a few lines to tell the user to build the env using docker-compose up -d --build in the event that they change branches, or pull new changes in. Otherwise, they'd be running stale code, or partially new code (e.g. new config-ui, old devlake), which can lead to awkward errors and behaviors.
