The network slowly causes to repeat click to ask questions

Describe the bug

The network slowly leads to repeated click to ask questions, and click the question button multiple times to cause a large number of the same problem

To Reproduce

Steps to reproduce the behavior:

1. Go to '...'
2. Click on '....'
3. Scroll down to '....'
4. See error

Expected behavior

It is recommended to click on the submission button during the submission process to be unable to click or add Loading special effects. After successful, jump to the problem details page

@qianmoQ I would like to confirm if you are using an administrator or a normal user? Generally, for administrators we don't have any restrictions.

I have only tested the following two roles. This does not only occur when submitting questions, including answers, etc. It will happen again as long as the network is slow and does not jump after the first click.
