Modify the versions of Apache Ant and Apache Maven

When compiling Impala 3.4.0, I encountered an issue due to the outdated repository URLs for Apache Ant and Apache Maven. After updating the version URLs, I was able to successfully proceed with the execution.

Thanks for your contribution! We don't use pull requests in Apache Impala, we use Gerrit instead: https://gerrit.cloudera.org/.
