Network discovery using consul and S3 resolver to handle public and private IP mapping

Module added to discover node using consul, update aws module adding S3 base address resolution service which will help to handle accessing ignite cluster outside of aws using public and private ip map

Hi @rahulbsw, Are you planning this PR to be merged? In Ignite development process each contribution should be related to a ticket in https://issues.apache.org/jira/projects/IGNITE/issues Also a proper way to start review process is writing an email to dev mail list. See https://issues.apache.org/jira/projects/IGNITE/issues Also https://cwiki.apache.org/confluence/display/IGNITE/How+to+Contribute is useful resource.
