IGNITE-25244 Make BinaryTypeImpl package private

Looks like we should fix that BinaryTypeImpl#metadata exists and is used. AFAIU, BinaryMetadata is persisted representation of BinaryType. We should use BinaryType everywhere and BinaryMetadata only when storing it onto the disk or send over network
