Migration guide and release notes for 3.0 is missing

@ptupitsyn - Its been a couple of months since you said the migration guide coming soon. Are new updates on this?

@jpsla94 Migration tools are available at https://github.com/apache/ignite-3/tree/main/migration-tools, there is some information in the README. We can expect Ignite 3.1 release later this year which will include everything.
