IGNITE-22648: make linux packaging more native

[dant3]

• configs are installed directly to /etc/ignite3db
• configs are marked as config files in rpm/deb packages
• workdir is moved to /usr/lib/ignite3db
• install dir is moved to /usr/li/ignite3db
• service user is changed from ignite3 to ignite
• systemd unit description is updated accordingly to systemd documentation
• fixed permissions on config files, logs and work directory
