IGNITE-21676: Sql. Move system view definitions to a separate package of a catalog module

• Adds CatalogSystemViewProvider that returns system view objects for catalog.
• Adds CatalogSystemViewRegistry that contains a list of providers (CatalogSystemViewProvider ) for catalog system views.

Moves codes that creates catalog system views to CatalogSystemViewProviders - adds one provider for zones, one for indices, and one for system views.
