Azure: KeyManagementClient implementation for Azure Key Vault
KeyManagement client implementation for connecting to Azure Key Vault. Unlike other key managers (like KMS on AWS), it seems that Key Vault doesn't support key generation, therefore supportsKeyGeneration returns false.
@szlta you might be interested in this change, as you did similar for AWS and GCP.

@amogh-jahagirdar @nastra any change for this to get reviewed/merged? Azure is the last one which doesn't have a KeyManagementClient implementation, both AWS and GCP already has it. It would be great to make key management implementation work on Azure too.
