infra: Upgrade Hive Dockerfile base image from 3.1.3 to 4.0.0

What changes are included in this PR?

Follow up to #1823 The title mentioned using hive 4.0.0 but was actually using hive 3.1.3. This PR changes the hive image version to 4.0.0

Are these changes tested?

Our unit seems to be a bit slow, can we speed it up?

yea its just this one CI task, everything else is pretty fast

ci failed and it doesn't look like intermediate error. Seems our implementation is not compatible with 4.0.0.

we use the hive_metastore crate as the HMS client. I dont think hive 4.x is supported yet. There are some behavior and thrift definition change in the major version upgrade.

lets hold off this change for now
