Upgrade arrow and parquet dependency

Is your feature request related to a problem or challenge?

Currently parquet and arrow are still at v0.55, while other well-known libraries (like deltalake) are also upgraded to v0.56: https://github.com/delta-io/delta-rs/blob/d950bf2193229be1fbd5e069b9f8ce68ddef6a13/Cargo.toml#L36-L49, which have a bunch of incompatible interfaces and makes it hard to provide both table format options in one repo :(
