Remove or update upgrade and downgrade tests that are obsolete

Since Hudi 1.x does not allow upgrade from and downgrade to table version lower than SIX, there are tests that are obsolete or no longer needed.  These tests should be removed or updated to use newer table versions, i.e., greater or equal to SIX.
