[HUDI-8135] Limit number of meta clients created in StreamSync

Change Logs

• Return the meta client created when doing a "refreshTimeline" so we can use that instance instead of creating a new one
• Add ability to initialize the table during StreamSync creation without loading the full timeline

Impact

• Makes the construction of the StreamSync class more lightweight
• Minor efficiency gains by avoiding re-reading the hoodie properties when building meta clients
