[HUDI-7974] Create empty clean commit at a cadence and make it configurable

Summary: This change provides a way to create empty clean commits at a cadence. This is quite useful for insert only datasets which might receive updates/rewrite rarely. It helps in copying the earliestCommitToRetain value so that full scan of the dataset can be avoided.
