HIVE-28135: Remove HiveIOExceptionHandlerUtil
What changes were proposed in this pull request?
Remove HiveIOExceptionHandlerUtil and all of its usage.
Why are the changes needed?
Because that's confusing and there is no clear use case, also other issues like HIVE-28133
Does this PR introduce any user-facing change?
If they hacked with "hive.io.exception.handlers", it will simply stop working.
Is the change a dependency upgrade?
No.
How was this patch tested?
Not used, not tested, precommit coverage should be fine.
