[BUG] bulletin indicator selection status error

Current Behavior

1. Select four indicators and move to the right
2. Select the four indicators on the right and move them to the left
3. Uncheck the indicator checkbox on the left
4. Select an indicator again and move it to the right. Three indicators will appear on the right.

Expected Behavior

The indicator can be moved to the left or right at will, and the indicator displayed is consistent with the user's selection
