[BUG] Docker deployment, after restarting the server, the website monitoring response is likely to time out, but there is no problem with the actual website

Current Behavior

docker部署hertzbeat v1.3.1/v1.3.2/v1.4.1，配置了网站监控（网站在别的服务器），每分钟探测一次，且响应超过1000毫秒就告警，原本都正常，没有告警。重启hertzbeat所在服务器，会自动启动docker，之后十来分钟内，大概率出现超时告警，查看监控历史数据，基本响应都是5秒，所有网站都是如此，都是5秒，但此时网站是没问题的（响应很快），如图

Expected Behavior

网站监控不受hertzbeat重启影响。

Steps To Reproduce

1、docker部署hertzbeat 2、配置网站监控 3、重启hertzbeat所在服务器 4、观察网站监控历史记录的响应时间
