[Improvement] Fix potential StringIndexOutOfBoundsException exception in JobMetaService.java getJobByIdentifier()/deleteJob()

Make sure that JobMetaService validates job run identifiers before parsing, so that malformed IDs cause NoSuchEntityException instead of causing unexpected runtime failures.
