[Subtask] Support update properties operations for model alteration.

This issue focuses on adding model properties update operation support for model alteration. The work should include:

1. Add ModelChange API interface for properties modification
2. Implement properties update logic in model catalog and relational database
3. Add REST endpoint to support properties update
4. Add Java client for model properties modification
5. Add Python client for model properties modification
6. Add UT and IT to verify properties alteration functionality

@TEOTEO520 We’re aiming to release version 0.9 in April, and I was wondering if it would be possible to include the model update feature in this release. Do you think it could be completed by the 17th? If that timeline is too tight, could you plz assign this task to me?
