[FLINK-37501][runtime/web] Fix incorrect job ID in url for logs in history server

What is the purpose of the change

To fix FLINK-37501

Verifying this change

Run history server with 2 or more jobs in history. Check the links to the logs on the job pages (opening them one by one, without refreshing the page). The Job ID in the link must match the Job ID on the job page
