[FLINK-36244] Remove queryable state
What is the purpose of the change
Queryable State is deprecated in 1.18, and this PR removes it in 2.0.
Brief change log
- Remove any deprecated APIs, tests and distribution of the QS.
- Remove the runtime of QS, including:
- The proxy, client and kv service
- The
KvStateRegistry, which collects all kv state information to JM. This involves many files. - The related RPC part of JM or scheduler
Verifying this change
This change is a code cleanup without any test coverage.
