[FLINK-XXX][planner] Support custom shuffle for lookup join

What is the purpose of the change

The purpose of this change is to optimize the performance of LookupTableSource in Flink by introducing a custom partitioning strategy that connectors can declare. This strategy ensures each LookupTableSource subtask receives only a specific portion of the input data, thereby altering the data inflow pattern into the lookup source.
