[Hotfix] Improve the Readme flink source code compilation document
What is the purpose of the change
①mvn clean package compilation, using IDEA to run unit tests may fail to build ② https://nightlies.apache.org/flink/flink-docs-release-1.19/zh/docs/flinkdev/building/, the website is also mvn clean install, compile, I think both should stay the same
Brief change log
(for example:)
- The TaskInfo is stored in the blob store on job creation time as a persistent artifact
- Deployments RPC transmits only the blob storage reference
- TaskManagers retrieve the TaskInfo from the blob cache
