[FLINK-28905][hive] Fix HiveCatalog can't get statistic for Hive timestamp partition column
What is the purpose of the change
To fix the issue that HiveCatalog can't get statistic for Hive timestamp partition column
Brief change log
Change TIMESTAMP_WITH_LOCAL_TIME_ZONE to TIMESTAMP_WITHOUT_TIME_ZONE in HiveStatsUtil.java#getPartitionColumnStats
Verifying this change
Added test in HiveCatalogHiveMetadataTest#testBulkGetPartitionColumnStatisticsForTimestampType
