[FLINK-35436]Fixed Schema Behavior Action for the Pipeline.
Seems FLINK-35436 has lots of overlapping with FLINK-35242, which is expected to be shipped with CDC 3.2, So I would prefer closing this PR firstly. Thoughts? @leonardBang
