[mysql] Add custom configurations for ConnectionPool which starts with `hikari.`

this closes https://github.com/ververica/flink-cdc-connectors/issues/2509 Add this enhancement in mysql firstly.
If it's appropriate, will then add to other sources.

@leonardBang @ruanhang1993 PTAL to check whether it's necessary.
