按照此文档的说明配置后不生效 org.apache.dubbo.rpc.cluster.support.AbstractClusterInvoker#initLoadBalance会从invoker中url的parameters的map中取对应的method + "." + key键的值，但是始终为空，所以使用默认的随机loadBalance
