Update the template of tools/dubbogo-cli and check the compatibility of tools/dubbogo-cli

the template in

  • tools/dubbogo-cli/cmd/testGenCode/template/newApp
  • tools/dubbogo-cli/cmd/testGenCode/template/newDemo

seems old, need to update these two templates' go version and dependencies.

BTW, need to check tools/dubbogo-cli for continued use, need to check compatibility.
