Typical Java-style Go code, especially using "impl" in file naming, but we can only do this because other modules are the same.

This PR refers to the writing style of other configuration centers, which is indeed unavoidable.

We can refactor the configuration center in subsequent PRs to make the code here more in line with Go style.
