Dubbo Admin动态配置side=consumer不生效

Environment

• Dubbo version: 2.7.8
• Operating System version: linux
• Java version: 1.8

Steps to reproduce this issue

1. dubbo admin添加服务动态配置
2. debug url覆盖了provider，consumer未覆盖
3. 配置不生效
