Fix RecoverCommand in tools/DistributedLogTool.java after porting back needed changes

In #135 , we temp comment out RecoverCommand in tools/DistributedLogTool.java, once the needed support is porting back from twitter's branch, we will fix it.

@zhaijack would you also refer to an issue in BK and create it if missing, maybe we can mark it as blocker ad wr want DL to work at least as before the switch to community version of BK
