remove references to obsolete babel 0.15

Latest babel version is 0.19, build spends a lot of time looking for the same files that do not exist on the eclipse archive. it's building without them anyway so should remove references to speed up the build process. It's does not appear to be a simple matter of just changing version 0.15 to 0.19.

Thanks for the PR. I agree that update to the latest babel version isn't simple, I tried before. But removing babel 0.15 would remove the provided translation for DE and FR.
