Re-enable where_clauses_object_safety

To workaround https://github.com/apache/arrow-rs/issues/2372, #3051 disabled rustc from complaining about this. Unfortunately this has to be done at the crate level, for some reason. We should remove this workaround as soon as this is released in arrow 21.
