Fix formatting differences in datafusion.proto between datafusion and ballista repos

Is your feature request related to a problem or challenge? Please describe what you are trying to do. When we update ballista to use latest datafusion, we have to copy datafusion.proto over and there are formatting differences which make the PRs larger than necessary.
