[CURATOR-695] Open Telemetry Tracing Driver

Curator already includes an abstraction to allow the integration of observability systems, namely the driver abstraction. It would be useful to provide an Open Telemetry Tracing driver so that a system's interactions with the Curator client can be included in system-wide tracing.
