Motivation Behind Feature

I think that it would be good for outside contributors to see a direct link to the release process, which we maintainers know has both the tooling and the documentation within https://github.com/apache/cordova-coho.

Feature Description

I think there should be a link to the release process in https://cordova.apache.org/contribute/.

Alternatives or Workarounds

I cannot think of any decent workarounds for this. I can think of a couple possible lame workarounds such as posting this information on somewhere on GitHub.
