Bring back enable_geqo definition for extension compatibility sake

Currently, pg_hint_plan is not really compatible with CBDB, because Greenplum changes some optimizer-related function signature. There differences can be fixed inside extension. However, the size of change can be slightly reduced if we add $subj.
